A cloud auditor can evaluate the services provided by a cloud provider in terms of security controls, privacy impact, performance, and adherence to service level agreement parameters.

What is the difference between Resource abstraction and Resource Control sub-layers? 

Both Resource abstraction and Resource Control sub-layers are in the same layer called the middle layer.
The same basic differences are -
Resource Abstractor contains system components in which a cloud provider uses to provides access to the physical resource by software abstraction.

                         Resource Control sub-layers contains system components that a 
                         cloud provider control to the physical resource by software 

How Cloud carriers can impact the quality experience of a consumer? 

Cloud carriers are the mediator between cloud providers and cloud consumers. It provides connectivity and transport of cloud services between the cloud providers and cloud consumers. It acts as a lead role in creating a cloud environment.

if the level service of cloud carrier go down then it will not be able to create the cloud environment and it faces problems during the connectivity.
this is how Cloud carriers can impact the quality experience of a consumer

How does service-level agreement (SLA) help in securing consumer's gain? 

Service-Level-Agreement is a Contract for performance negotiated between
consumers and providers. In the early years, all SLAs were negotiated
between a client and the provider

Now a large number of providers available so most SLAs are standardized until a client becomes a large consumer.
Actually, SLAs are based on many factors like performance, uptime, etc... so consumers have the option to buy some different level of cloud resource so they don't need to buy whole resources of the cloud, they can buy the resource as per the consumer's requirement. if the consumer needs more resources in the future then they can upgrade their services by paying some cost.
